A new chapter in accessible, convenient healthcare begins today, with mobility serving as the bridge to better care for all.
The Toyota Mobility Foundation (TMF), Toyota Motor Philippines Foundation (TMP Foundation) and the Philippine General Hospital (PGH), officially signed a Memorandum of Understanding for its Healthcare Mobility for All (“HEAL”) Project, an initiative focusing on enhancing mobility and likewise accessibility of healthcare services for both patients and healthcare workers in the Philippines, running from July 2025 to December 2026.
The program is powered by strong collaboration with Toyota Mobility Solutions Philippines (TMSPH) as the mobility partner, with support from Toyota Motor Philippines Corporation (TMP) as engagement partner, and the Deloitte Future of Mobility Solution Centre as the development and implementation partner.
Every day, countless Filipinos make efforts to access the healthcare they need. Patients from underserved areas often travel long hours and navigate multiple modes of transport for a consultation. Healthcare staff, especially those on early or late shifts, show the same dedication, often overcoming challenging commutes to serve patients. HEAL was created to make long, difficult journeys to healthcare more manageable, consistent, and less disruptive for patients and staff.
During the implementation of HEAL, two (2) mobility solutions are being introduced:
- Mobility Bringing Healthcare to Patients:
A Mobile Clinic designed to deliver essential healthcare services directly to patients, particularly in those areas where access to PGH is quite arduous.
Two (2) units of Toyota Coaster will be converted into mobile clinic, equipped with essential diagnostic services, to potentially serve patients in Cavite, bringing timely healthcare closer to patients’ communities. The clinics will be integrated into the existing PGH IT systems that enable online consultation booking and will potentially be supported by a new queueing system to ensure efficient operations. This solution aims to optimize the time to simple diagnosis and treatment for patients in these areas.
- Mobility Bringing Healthcare Professionals to PGH:
A Shuttle Service offering safe, reliable, and efficient transport to PGH healthcare workers, especially those commuting during shifts with limited or inconvenient transport options.
Three (3) units of a UV-based Toyota shuttles will be deployed to support the daily commute of PGH healthcare professionals for the late night and early morning shifts. This solution offers a more coordinated and comfortable way to travel to and from the hospital, reducing reliance on multiple public transportation transfers and minimizing safety concerns, commuting expenses and through pooling, and therefore cutting carbon emissions.

Background of HEAL Program
As part of its ongoing commitment to advancing inclusive mobility solutions in Southeast Asia, the Toyota Mobility Foundation (TMF) has selected the Philippines as the site of its newest pilot initiative: the HEAL (Healthcare Mobility for All) Program.
The program is anchored at the Philippine General Hospital (PGH)—the country’s largest government referral hospital—and draws on PGH’s extensive network of outpatient services, many of which serve patients from remote provinces. TMF’s strong collaboration with the Toyota Motor Philippines Foundation (TMP Foundation), which shares its mission of uplifting communities, further enables the local relevance and sustainability of the program.
HEAL was launched in response to the growing recognition that mobility enables timely care and promotes greater well-being. Through this initiative, TMF aims to develop practical and scalable models that demonstrate how mobility innovations—such as mobile clinics and dedicated employee shuttle services—can serve as powerful tools increasing opportunity and equity, and potentially can be replicated across Asia. HEAL builds on TMF’s broader mission to explore how sustainable mobility can deliver tangible social impact across the region.

Remarks
Susumu Matsuda, Deputy Chairman of the Board, Toyota Mobility Foundation emphasized the program’s core principle: “Mobility equals opportunity—this is what HEAL symbolizes. Dr. Gerardo Legaspi, Director of the Philippine General Hospital, underscored the urgent need for such interventions, sharing: “At Philippine General Hospital, we see every day how mobility shapes the healthcare journey—for both patients who travel great distances to seek care and the dedicated professionals who provide it. As the healthcare partner for HEAL, we will provide the medical services within each mobile clinic while also supporting shuttle service operations for our medical personnel. Together, we are working to build the future of healthcare—one that maintains the highest standards of care while bringing it closer to the communities we serve.”
